Lifehacker's Top 10 Windows File Wranglers – When I first saw this article, I think I was only using 1 or two of the utilities, but it's increased to 5 and I'm looking at the others. Give it a look. There's bound to be at least one or two of value to you.
How to Access Blocked WebsitesThis is a great list of how to get around web filters. Each bullet point can be counted as a tool in this case, but the tutorial on making your own personal http proxy is really cool! I might have to do that some time.
